العولمه

بدأت في الفترة الأخيرة تتوافد إلى مسامعنا عبر وسائل الإعلام والمقروءة مصطلحات عالمية جديدة, وكلُّ واحدٍ منها يشير إلى مفهوم معين، كمصطلح الاستدامة والعولمة وغيرهـا مـن المصطلحات.  فالمصطلحات الجديدة ليست فيها مشكلة بقدر ما هي في المفاهيم التي تعبر عنهـا هـذهِ المصطلحات وعملية استيعابها، وذلك لعدة أسباب منها:

 1. أن هذه المصطلحات قد نشأت وتطوّرَتْ على فتراتٍ زمنيةٍ مختلفةٍ، وفي مناطق وبيئات متنوعة.

 2. إنَّ هذه المصطلحات جاءَتْ نتاجَ وجهات نظر متعددة وتصورات.

 3. أنها انتقلت بطرائق مختلفة، ومنها الترجمة، مما أدى أحيانًا إلى الجنوح في مدلول بعض الكلمات التي انفُهِمَتْ على غير حقيقتها.

 لذا أصبح من الضروري مواصلة عملية تحديد مفاهيم المصطلحات المنتشرة والمرتبطة بمشاكل الأمة، وقد بذلت جهود كبيرة في هذه الأمور من قِبَلِ المؤسسات الوطنية وأهل الاختصاص  وخاصة التعليمية منها، لشرح هذه المصطلحات وتحديد أبعادها ودلالاتها تحديدًا أدقّ.

نشأة العولمة

 – من الصعب تحديد فترةٍ زمنيةٍ لنشأة العولمة، فقد أشارَ بعضُ العلماء والمفكرين إلى أن فكرة العولمة كانت موجودة في فتراتٍ تاريخية مختلفة، من خلال الحضارات القديمة، فكلُّ حضارة – فـي ازدهارها – كانت تفرض ثقافتها وتجارتها وصناعتها على الآخرين لضمانِ مصالحها. فالعولمة كفكرة فهي فكرة جديدة في حياة الإنسان، وفي العلاقات بين الشعوب والدول كذلك، فهي قديمة قـدم الحضارات والمجتمعات البشرية.

ومن مظاهرها, تنقلات السكان، والتبادل التجاري، وتكوين الأسواق، وانتشار الأفكار، وتوسيع شبكات النقل.

والفترة التي كانت بعد الحرب العالمية الثانية مباشرة قد أوجدَتْ جـوا دوليًا جديدًا اشتُهِرَ بالحرب الباردة التي استمرت لأكثر من أربعين عامًا لتنتهي بانهيار المنظومة الشرقية وانتعاش وانتصار الرأسمالية الغربية التي أصبحت النموذج الأكثر انتشارًا في العالم، ممّا ساعد في توفير مناخًا مناسبًا للعولمة بمساعدة مؤسسات مالية عالمية، مثل صندوق النقد الدولي، والمنظمة العالمية للتجارة، وقد صاحب ذلك تطورات هائلة في تكنولوجيا الاتصال والإعلام وتقنيات الحاسوب. وكلُّ ذلك ساعد فـي ظهـور مــا يسمى بالعولمة.

ظهور العولمة ارتبط ببعض الأمور، أهمها:

 1- التحولات السياسية التي طرأت في العالم.

.2 التحولات السياسية التي طرأت في العالم انهيار المنظومة الشرقية لصالح الرأسمالية الغربية).

3- المناخ المناسب بمساعدة مؤسسات مالية عالمية (صندوق النقد الدولي والمنظمة العالمية للتجارة)

مفهوم العولمة

نتيجة لتطور المواصلات ووسائل الاتصالات التي ربطت أجزاء العالم, بدأت العزلة بين دول العالم بالانحصار والانكماش، بحيثُ وكأن العالم مدينةٌ واحدةٌ، يتأثر ببعضه البعض بشكل أو بأخر.

وآخرون يرون أنَّ هذا من مظاهر “العولمة”. ورغم اتفاقِ الجميع على أنَّ العولمة قد أصبحَتْ أمرا واقعا، إلَّا أنَّ هناك اختلافا كبيرًا حول مفهوم العولمة وآثارها، فتجد للاقتصاديين تعريفا، وللسياسيين تعريفا، والاجتماعيين تعريفا آخر، وهكذا.

 ويمكن تقسيم هذه التعريفات إلى قسمين:

أولًا: من وجهة نظر المؤيدين للعولمة:

إنها زيادة درجةِ التعاون والارتباطِ بين المجتمعات الإنسانية من خلال عمليات تبادل السلع وانتقال الأشخاص والمعلومات ورؤوس  الأموال، وما يتبع ذلك من تداخلات ثقافية وسلوكية دون النظر إلى الحدود السياسية والجغرافية للدول.

ثانيا: من وجهة نظر المعارضين للعولمة:

هي فرض شكل ونمط حضاري معين؛ ثقافة وفكرًا وسياسة واقتصادا، وتعميمه على العالم.

والفرق الجوهري بين التعريفين:

أن الفريق الأول عرف العولمة بأنها تعاون اختياري فيه منفعة للجميع بينما يرى الفريق الثاني أن العولمة وسيلة هيمنة, وسيطرة من الدول القوية على الدول الضعيفة النظرة المستقبلية لكل منهما.

الفريق الأول نظرته تفاؤلية والفريق الثاني أكثر تشاؤما ومن ثمَّ الحذر.

أشكال العولمة ( أنواع العولمة)

للعولمة أشكال متنوعة, ومتعددة شمل جميع جوانب حياة الإنسان، منها:

1. العولمة الاقتصادية:

ويقوم البعد الاقتصادي للعولمة على مبدأ حرية التجارة الدولية، فتنتقل رؤوس الأموال والسلع والخدمات بين الدول دون مشاكل أو حواجز, ويتوقَّعُ أنْ يؤدّي ذلك إلى رفع مستويات المعيشة في جميع دول العالم، عن طريق توفّر السلع والحصول عليها دون تعب، بعد رفع القيود والحواجز التي تعترض طريقها.

2. العولمة الثقافية:

وتعني انتقال القيم والعادات والأفكار بين المجتمعات لتنمية وتعزيز العلاقات الاجتماعية، عبر وسائل التواصل الاجتماعي والسفرِ عالميًّا، فيستطيع ويتمكنُ الجميعُ من المشاركة في نشر الثقافات المختلفة بحيث تتجاوز الحدود الوطنية والإقليمية، وقد يساهم ذلك في تشكيل ومعارف تشاركية ومبادئ تؤدّي إلى نشر الثقافات وزيادةِ التّرابط بين الشعوب المختلفة.

– فحرية انتقال السلع والبضائع لا يمكن أن يتـم وفـق فــرص متكافئة للجميـع فـي ظل الظروف الحالية,

ولا توجد فرص متساوية ومتكافئة بين الدول لأن التفاوت الاقتصادي بين الدول كبير فتكون الدول القوية هي الطرف المستفيد الأول من العولمة.

أهم وسائل نشر الثقافة في الوقت الحاضر

1- وسائل الإعلام وتشمل الأفلام والمسلسلات.

 2- مواقع التواصل الاجتماعي والانترنت.

 3- التعليم.

إيجابيات وسلبيات العولمة

أولا: الإيجابيات

1- تشجيع التنافس الاقتصادي مما سيؤدّي إلى تحسين الإنتاج الصناعي والزراعي والصحي والخدمي في مجالات الحياة كافةً، مما يؤدّي إلى جعل حياة الإنسانِ صحيّةً ومريحةً بشكل أفضل.

2- هناك مشكلات إنسانية مشتركة لا يمكن حلها إلا بتضافر جهود جميع دول العالم ضمن إستراتيجية موحدة للسيطرة عليها كانتشار بعض الأمراض والتلوث البيئي والتحديات المناخية.

3- تعمل على انتشار بعض القيم الإنسانية كالتسامح والتعاون والتعايش.

4-  تجعل العلم والمعرفة والثقافة والفن والأدب في متناول الجميع.

5- ألغت الحدود بين دول العالم.

6- أوجدت أسلوباً جديداً في الحوار بين الشعوب.

إن قيم التسامح والتعاونِ والتّعايش موجودة في المجتمع قبل العولمة حيث كان يعيش في المجتمع العربي الكثير من غير المسلمين ويشاركون في بناء أوطانهم ولهم حقوقهم وعليهم واجباتهم.

ثانيا: السلبيات:

1- ذوبانُ الشخصية والهُويّة الوطنيّة وإعادة تشكيلها في إطار شخصية عالمية.

2- توقف وتعطل المصالح الوطنية إذا تعارضت مع مصالح العولمة تحديداً.

3- التحكم والسيطرة على الأسواق المحلية وتحويلها إلى أسواق صغيرة تابعة لها من قبل جهات ومؤسسات عالمية قوية النفوذ.

4- فرضُ الهيمنة على قرارات ومقدراتِ الدّولِ الضعيفة من قِبَلِ القوى الأكثر تقدما وقوةً ونفوذًا، وممارسة أشكال من القهر والإذلال عليها حتى ترضخ وتستجيب لمطالبها.

5- تفاقم الآفات الاجتماعية، كالجريمة وتجارة المخدّرات والإرهاب.

6- اتساع الفجوة الاقتصاديّةِ بينَ الدّولِ الغنيّة والدول الفقيرة، وهذا الأمر قد يضاعف حدةَ الفوراق الاجتماعية والطبقية، ويسهم بتدنّي أوضاع التنمية البشرية، ويمهد لصراعات داخلية ونزاعات مسلحة.

7- الاستغلال الناتج عن الفرق بقيمة الموارد وقيمة السلع المنتجة منها، مما يفاقم مشكلات دول الموارد الصالح الدول المصنّعة.

8- انخفاض نسبة البضائع المصنعة داخليا بسبب استبدالها بالبضائع الدولية.

وسائل وأساليب عملية لمواجهة سلبياتِ العولمة

. تعزيز وتحصين الهوية الوطنيّة.

. إحداث نهضة تربويةٍ وعلميّةٍ تعايش المستجدّات العالمية.

 . وضع قوانين عادلة تنظم التجارة العالمية.

. تقوية التعاون الأمني بين الدول لمحاربة ومكافحة الجريمة.

الإسلام والعولمة

قال تعالى: (وَلَوۡ شَآءَ رَبُّكَ لَجَعَلَ ٱلنَّاسَ أُمَّةٗ وَٰحِدَةٗۖ وَلَا يَزَالُونَ مُخۡتَلِفِينَ (118) (هود) فالاختلاف بين البشر بالعادات والتقاليد والأفكار أمر طبيعي، وهذا التنوّع كانَ مصدرًا لثراء التجربة الإنسانيّة في المعارف والعلوم على مرّ العصور، كما أنه سبب لقيام التعاون بين الناس لتبادل المنافع وتحقيق المصالح بالتوافق والتراضي، قال تعالى: (يا أيهَا النَّاسُ إِنَّا خَلَقْناكُم مَن ذَكَرٍ وَأُنثَى وَجَعَلْنَكُمْ شُعُوبًا وَقَبَائِلَ لِتَعَارَفُوا إِنَّ أَكْرَمَكُمْ عِندَ اللَّهِ أَتقَاكُم ﴾ (الحجرات 13)، والنبي صلى الله عليه وسلم تعامل مع غير المسلمين، وتعاون معهم، وقد كانَتْ قوافل المسلمين تتاجر خارج حدود المدينة ومكة والجزيرة العربية، لتوفير حاجاتِ المجتمع، وتحقق التبادل التجاري على أكمل وجه مع مجتمعات مختلفة بالعادات والتقاليد والعقائدِ ، وكانَ التّجارُ المسلمون يعاملون الناس بأخلاقهم.

 لقد أنزلَ اللهُ عَز وجل الدين الإسلامي رحمة للعالمين، فهو دين عالمي لا يختص بشعب أو أمة دونَ غيرها، قال تعالى: (وَمَا أَرْسَلْنَاكَ إِلَّا رَحْمَةً لِلْعَلَمينَ ) (الأنبياء (10) ، ومن مظاهر هذه الرّحمةِ التسامح، وحفظُ الحقوق، وتحقيق سعادة الإنسان، ومنع الاستغلال والغش والقهر والعدوان، قالَ تَعَالَى: ﴿ وَلَا تَعْتَدُوا إِنَّ اللَّهَ لا يُحِبُّ الْمُعْتَدِينَ ﴾ (المائدة (87).

إنّ الفطرة السليمة تميل إلى الإيجابيات، ولا تقبلُ السّلبيّاتِ، وتسعى للتخلّص منها، من أجل الوصول إلى الأفضل، والعولمة كغيرها من النظريات، لهـا إيجابيات وسلبيات  كطمس الهوية الوطنية، وتغير انتماء الإنسان، والانتماء للعالم بدلا من الانتماء الوطني، والقضاء على اقتصادات بعــض الشعوب وغيرها.

كما أنّ العقيدة الإسلامية احترمت عقائد أفراد المجتمع من غير المسلمين، ولم تكــره أحــدا عـلـى الإسلام، قال تعالى: ﴿ لَا إِكْرَاهَ فِي الدِّينِ ﴾ (البقرة 256) ، وكفلَـتْ لهم حرية ممارسة شعائرهم الدينية، وقد أعطى أمير المؤمنين عمر بن الخطاب رضي الله عنه أهل بيت المقدس أمانًا شاملا، دون أن يغيروا عاداتهم أو معتقداتهم أو انتمائهم، وقــد سـار إليهم بنفسه تلبية لطلبهم، وطبق العهد عمليا عندمـا صـلـي خـارج كنيسة القيامة خشية أن ينازعهـم فيهـا أحـد مستقبلا.

-الإسلام  علمي في نظرته للبشر والأدلة على ذلك كثيرة منها:

1- قال تعالى: (… أَفَأَنْتَ تُكْرِهُ النَّاسَ حَتَّى يَكُونُوا مُؤْمِنِينَ ). حرية الاختيار وعدم الإكراه

2- قال صلى الله عليه وسلم: ( إن الله جميل يحب الجمال، طيب يحب الطيب، نظيف يحب النظافة ). رواه الترمذي وحدة القيم والمثل الإنسانية العليا.

3- قال النبي صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ : (لَا فَضْلَ لِعَرَبِيّ عَلَى أَعْجَمِيّ ، وَلَا لِعَجَمِي عَرَبِيِّ ، وَلَا لِأَحْمَرَ عَلَى أَسْوَدَ ، وَلَا أَسْوَدَ عَلَى أَحْمَرَ إِلَّا بِالتَّقْوَى). رواه أحمد) عَلَى الكرامة الإنسانية

4. قال الله تعالى:( إِنَّ اللَّهَ يَأْمُرُكُمْ أَنْ تُؤَدُّوا الْأَمَانَاتِ إِلَى أَهْلِهَا وَإِذَا حَكَمْتُمْ بَيْنَ النَّاسِ تَحْكُمُوا بِالْعَدْلِ) رد الأمانات وحفظ الحقوق الإنسانية العامة.

5- قال تعالى: ( يَا أَيُّهَا النَّاسُ اتَّقُوا رَبَّكُمُ الَّذِي خَلَقَكُمْ مِنْ نَفْسٍ وَاحِدَةٍ ).

6-  قال تعالى: ( قُلْ إِنَّمَا أَنَا بَشَرٌ مِثْلُكُمْ يُوحَىٰ إِلَيَّ أَنَّمَا إِلَهُكُمْ إِلَهُ وَاحِدٌ ). أصل الخلق والنشأة وحدانية الخالق

نتائج العولمة على اقتصاد الدول الفقيرة

تراجع وضعف اقتصاد الدول الفقيرة بسبب عدم قدرتها على منافسة الشركات والدول القوية وتحويلها إلى دول مستهلكة وليست منتجة.
