لما هاجر النبي صلى الله عليه وسلم وقف يُخاطب مكة المكرمة مودعا لها، وهي وطنه الذي أُخرج منه، قائلًا: «مـا أطيبك من بلد، وأحبكِ إليَّ، ولولا أنّ قومي أخرجوني منـك مـا ســكنتُ غيركِ». (الترمذي)

معنى ذلك أن الرّسول صلى الله عليه وسلم كان حزينا على فراق وطنه.

وقول النبي صلى الله عليه وسلم «قومي» رغم مخالفتهم له وإجباره على ترك مكة فيه دلالة على حبه لأهل وطنه لأنه نشأ بينهم.

أمانة ووفاء وشرف

أمرنا الله تعالى بطاعة ولي الأمر فقال تعالى: ﴿ يَا أَيُّهَا الَّذِينَ ءَامَنُوا أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنكُمْ ) (النساء 59)، وأمرنا رسولُ اللهِ صلى الله عليه وسلم بالسمع والطاعة ، فقال: «اسمعوا وأطيعوا، وإن اسْتُعْمِلَ حبشي، كَأَنَّ رَأسَهُ زَبَيبَةٌ» (رواه البخاري)، فطاعــة ولـي الأمـر مــن طاعة الله تعالى، كما أنَّ المحافظة على الوطـن وتـقـديـر مـصـالـحـه وصيانتـه مسؤوليّةُ ولي الأمرِ (الحاكم)، فإنْ صدرَ أمره وجب على الرعية السمعُ والطَّاعَةُ (التنفيذ) كما أمرَ، وبالكيفية التي يحددها، لأنّ فـي هـذا وَحدة الصف والكلمة، وهُما مِنْ أسس تلاحم المجتمع، وحماية الوطن وصيانته، فالسهر على حماية الوطن والأهل والتضحية من أجله شرف عظيم في الدنيا والآخرة. يقول رسولُ اللهِ صلى الله عليه وسلم: «عَينان لا تمسهما النَّارُ : عين بكت من خشية الله، وعين باتت تحرس في سبيل الله». (رواه الترمذي)

ارتباط الإنسان بوطنه

الحياة هبةٌ مِنَ اللهِ تعالى ونعمة عظيمة، وهي أساس النعم جميعا، فلا تقوم بدونها أي نعمـة أخـرى، وهـي مـن الضرورات الخمس التي لا تقومُ إِلَّا في وطن يصونها ويحميها، فتنمو وتزدهر، وتتحقق فيه الحياة الكريمة.

 من هنا كانت خدمة الوطن ضرورةً وواجبا عظيما، وما لا يتم الواجب إلا به فهو واجب، وقد قالَ صلى الله عليه وسلم:( مَنْ قُتِلَ دونَ مَالِهِ فَهوَ شَهِيدٌ ومن قتل دونَ دينِهِ فَهُوَ شَهِيدٌ ومن قتل دونَ دمِهِ فَهوَ شَهيد ومن قتل دونَ أَهلِهِ فَهوَ شَهيد) (صحيح الترمذي)

فكيفَ بمَنْ يضحي دونَ ذلك كله ؟ نعم، فمَنْ يخدم وطنه، ويبذل له أعز ما يملك، فإنّهُ يضحي مِنْ أجلِ ذلك كله، فهو يبذل حياتـه من أجل حـيـاة أهـلـه وأمنهـم وسعادتهم، ويكون قد حاز المجـد مـن جميـع أطرافه في الدنيا والآخرة.

كما أن حب الوطن والانتماء لـه أمـر فطري في الإنسان، فهو يرغب إلى وطنه، ويحن إليه دائما، ولقد كان رسولُ اللهِ صلى الله عليه وسلم يظهـر شـوقه لمكة المكرمة، وكذلك المهاجرون، وكانَ لا يُخفي حبه للمدينة وأهلها، وعبر عن مشاعره بكلمات تتجلى فيها أجمل الصور وأصدق المعاني، فـكـان يــردد دائما: «اللهـم حبب إلينا المدينة كحبنـا مكـة أو أشد) (متفق عيه)، وقال صلى الله عليه وسلم: «بسم الله، تربة أرضنا، برِيقة بعضنا، يُشفى سقيمُنا، بإذن ربنا». (متفق عليه)

فالنّبيُّ عليه الصلاة والسلام كان يغير أسماء بعض المناطق, ليغرس حب الأرض والأوطان في قلوب الناس, لكي يكونوا متفائلين على الدوام, فقد روى عن عائشة في صحيح ابن خبان: ( أنَّ النَّبِيَّ صلى الله عليه وسلم مرَّ بأرض تُسمَّى غَدِرَةَ فسماها خَضِرةً”، حتى أنه عبر عن علاقة روحانية ووجدانية بين الإنسان وأرضه، فقال : «أُحَدٌ جبل يحبنا ونحبه» (رواه البخاري)، حتى لا يربط النَّاسُ بين الجبل ومـا حــدث في الغزوة، فالوطن يظلُّ وطنـا مهما كانَتِ الظروف.

لقد اتسع مفهوم الوطن، فتجاوز المحلة والمنطقة الضيقة، إلى الدولة كلها، فحدود الدولة وسلطتها هـي حدود الوطن، وهذا يعني أن سلامة الوطن وأمنه كل لا يتجزأ، وانتماء المسلم لوطنيه هو انتماء لكامل تراب دولته، يصون مقدراتها، ويحمي حدودها وينمي مواردها بالعلم والعمل، جيلا بعد جيل.

 كذلك فإنَّ الانتماء للوطن، يشمل الحفاظ على سمعة الوطن والمواطن، والوفاء بالتزاماته، وإعـلاء مكانته في شتى المحافل، وكل ذلك يساهم في دعم قوة الوطن اقتصاديا وسياسيا واجتماعيا، وهذا ما نراه واقعا ملموسًا في دولة الإمارات العربية المتحدة.

ولعل سائلا يسأل لماذا يرتبط الإنسان بوطنه ؟ لأن حب الوطن أمر فطري في الإنسان، فإنه المكان الذي نشأ وتربى فيه وفيه أهله وأصحابه.

والإسلام جعل الانتماء إلى الوطن ومحبته جزءا من الدين وجعل الدفاع عن الوطن واجبا عظيما.

حق الوطن على المواطن

انطلاقًا مما سبق، وإدراكا من قادة دولة الإمارات لأهمية الخدمة الوطنية في الحفاظ على الوطن ومكتسباته أصدر صاحب السمو الشيخ خليفة بن زايد آل نهيان، رئيس الدولة القانون الاتحادي رقم 6 لسنة 2014، بشأنِ الخدمة الوطنيّة والاحتياطية، تأكيدًا على ما نص عليه دستور البلاد من أنّ الدفاع عن الاتحـاد فـرض مقدس على كل مواطن، وأداء الخدمة العسكرية شرف للمواطنين ينظمه القانون.

مفهوم الخدمة الوطنية

لهذا المصطلح معنيان:

مفهوم الخدمة الوطنية بالمعنى العام:

 الخدمة الوطنية بمفهومها العام تعني التزام المواطن بتحمل مسؤولياته تجاه وطنه بعـد أن يتم إعداده إعدادًا نوعيا، ليكون قادرًا على المشاركة في بناء الوطن والدفاع عنـه والمساهمة في التنمية الشاملة للبلاد ونشر الخير والسلم في العالم.

 أشكال الخدمة الوطنية بالمفهوم العام 

1- المشاركة في بناء الوطن.

2- المساهمة في التنمية الشاملة للوطن.

3- نشر الخير.

  مفهوم الخدمة الوطنية

 بالمعنى الخاص فترة زمنية قصيرة نسبيا يحددها ولي الأمر، يقضيهـا الشـاب فـي صـفــوف الجيش الوطني، ليتلقى هناك تدريبات خاصة، ومبادئ عامة تتعلق بحب الوطن والدفاع عــن وحــدة أراضيه واستقلاله, وتعزيز روح المواطنة لديه، واحترام دستور البلاد ومقدساته والمبادئ التي يقوم عليها المجتمع.

أشكال الخدمة الوطنية بمفهومها الخاص

1- تدريبات خاصة.

2- مبادئ عامة عن حب الوطن.

3- تنمية روح المواطنة.

4- احترام دستور البلاد وقوانينها.

أهمية الخدمة الوطنيّة

الخدمة الوطنيـة تعـمـل عـلـى ترسيخ وتطوير مجموعة من القيم والمبادئ لــدى شـبـاب الـوطــن وفـق أســس علمية وتدريبات عمليّة، ومنها :

1. تعميق وترسيخ قيم الوطن والقيادة، والانتماء والتضحية في نفوس الشباب.

2. تنمية مفهوم المواطنة الصالحة عند الشباب وربطهم بالأهداف العظيمة للدولة.

3. تنمية قدراتِ الدّولة الأمنيّةِ في مواجهة الكوارث الطارئة والأزمات, وتعزيز مكانة الدولة إقليميا وعالميا وضمان استمرارية المؤسسات في مختلف الظروف.

4. زيادة ورفع الوعي الأمني لدى المواطنين في مواجهة التهديدات الداخلية والخارجية.

5. زيادة كفاءة الشّبابِ المواطنين وإنتاجيتهم، وتحفيز طاقاتهم للإبداع والابتكار والتميز، وإيجاد فرص عمل جديدة.

6.بناء الشخصية القيادية بجميع مقوماتها؛ كالقوّة البدنية، والاعتماد على الذات، وتحمّل المسؤولية والانضباط، واحترام القانون، وتقدير قيمة الوقت.

7. صيانة مقدرات الوطن ومكتسباته.

يقول أحد الصحفيين: جلست أثناء زياراتي لأحد المعسكرات التدريبية مع أحد المجندين الإماراتيين وسألته: “ماذا غيرت الخدمة الوطنية فيك؟” فأجاب بكل ثقة: “لم أكن أحافظ على الصلاة، ومنذ التحاقي بالخدمة، التزمتُ بأداء الصلوات الخمس في وقتها أسوة بزملائي”. وهذا ما أثلج صدري لأننا نسعى من خلال هذا المشروع الوطني إلى تحقيق التربية الإسلامية المعتدلة بعيدًا عن التشدّدِ والتشدّدِ ة والعصبية، فمن يعرف حقيقة الإسلام ومبادئه يدرك أن الوطن أمانة، وأن الانتماء له وطاعة ولي الأمر واجب شرعي وأخلاقي، وأن خيانته ذنب عظيم.

 لقد نعى شعب الإمارات بكل فخر واعتزاز كوكبـة مـن شـهـداء جـيـشِ الإمارات الباسل الّذينَ تربّوا على الشهامة والفداء، المشاركين ضمنَ قوات التحالف العربي في عملية إعادة الأمل للشعب اليمني، حيثُ قدموا أرواحهم رخيصةً دفاعا عن الوطن وعن أمتهم وأشقائهم ونصرة الحق، فسطروا ملاحم بطولية خالدةٌ ، وسجلوا سيرتهم بحروف من نور، بعد أن أدوا رسالتهم السامية على أكمل وجه، حفاظا على استقرار الأمن، وتعزيزا لفرص السّلام والنّهضة والبناء.

ولعل السبب في ارتباط الإنسان بوطنه لأن حب الوطن أمر فطري في الإنسان، فإنه المكان الذي نشأ وتربى فيه وفيه أهله وأصحابه.

وكان النبي يظهر شوقه وحبه لمكة المكرمة وكان أيضا لا يُخفي حبه للمدينة المنورة وهذا دليل على حبه صلى الله عليه وسلم لوطنه.
